0870/0871 NUMBER POLICY AFTER FEBRUARY 2008
In 2004 Ofcom began a review of 08 numbers. The conclusion
of this consultation announced the change of 0870 and
0871 number regulation which will take effect in February
2008.
Current
0870 numbers: Retail call charge is approximately 8.5ppm
(pence per minute) excluding VAT. Revenue share is available
for customers. 0870 numbers are regulated by Ofcom.
0871 numbers: Retail call charge is no more than 10ppm
including VAT. Revenue share is available for customers.
0871 numbers are regulated by Ofcom.
After February 2008
- 0870 numbers: The retail call rate will change and
calls will be charged at the originating telecom provider's
normal national geographic rates. This reduction in
retail call prices will effectively end revenue share
on this number range.
- 0871 numbers: Retail call charges remain the same
and the revenue share will still be available. However,
numbers will be regulated by ICSTIS, the Premium Rate
Service regulator. The Ofcom documents do not define
exactly what this regulation will entail - it is unclear
whether this will relate to the same code of practice
that is in place for 09 numbers or whether the different
nature of the 0871 market will require a new, separate
ICSTIS code. ICSTIS are yet to announce the definitive
code of practice that will apply to 0871 numbers.
We can continue to route calls on this number range
after February 2008.
However, it is important to recognise that whilst inbound
call routing on 0870 currently generates a revenue share,
from February 2008 the change to the regulatory regime
will effectively result in the discontinuation of any
revenue share payments. Most importantly, this will
likely result in there being a charge associated with
terminating an 0870 call.
